Gondry, Carax, and Joon-ho Team Up for Tokyo Triptych

A new film under a European production company named Comme des Cinemas is under development currently titled Tokyo telling three different tales in the city. What makes this interesting is that they've pulled together the likes of three diverse directors: Michel Gondry (of Science of Sleep and Eternal Sunshine of the Spotless Mind), Leos Carax (of the French film The Lovers on the Bridge), and South Korean director Bong Joon-ho (of the upcoming great film The Host). You can stop right there, I'm already sold on this film.
In the report from Hollywood Reporter, Bong Joon-ho has already finished his script about a relationship between a Japanese man and woman and is planning to start filming in July or August. The three filmmakers will be given liberal access to city locations in return for the Tokyo-centric subject matter. Beyond that nothing is really finalized on the rest of the project or the plot, but I'm interested to see this. After Babel, I really have a desire to visit Tokyo, and I'm sure this will just fuel it even more.

"The three filmmakers will be given liberal access to city locations in return for the Tokyo-centric subject matter." What exactly does that mean?
